Dorothy Natukunda: Uganda’s Strategic Valuation Lead & Real Estate Policy Advisor

Dorothy Natukunda is a Chartered Surveyor (MRICS), a Registered Surveyor of Uganda (RSU) and a Certified Project Manager (PMP) with over thirteen years of comprehensive experience in both government and private sectors. She is currently working with the Ministry of Lands, Housing and Urban Development as a Principal Government Valuer.

She is also the Chair of Royal Institution of Chartered Surveyors (RICS) East Africa Regional Advisory Board and a Board Member of Uganda Free Zones and Export Promotion Authority. Her impressive career trajectory is a blend of advancedacademic credentials, prestigious professional memberships, and a robust track record in high-stakes valuation projects.

Being a woman, in a male-dominated sector, Dorothy is passionate about advancing valuation surveying across Africa. She is deeply committed to mentoring and empowering other female leaders, promoting diversity within the surveying profession and contributing towards sustainable development across the continent.

Her empathetic nature drives her to create inclusive spaces where diverse perspectives are valued and everyone feels seen and supported. Dorothy holds a Master of Science in Real Estate from the Henley Business School, University of Reading, UK, and a Bachelor of Science in Land Economics (First Class Honours) from Kyambogo University.

Her dedication to continuous professional development is further exemplified by her pursuit of the Global Online MBA at the prestigious Warwick Business School, University of Warwick, underscoring her commitment to financial proficiency and analytical skills in real estate.

She is a member of the Royal Institution of Chartered Surveyors (RICS) and the Institution of Surveyors of Uganda, affiliations that highlight her pursuit of the highest standards of professional ethics and excellence.

In her roles, particularly within the Ministry of Lands, Housing, and Urban Development in Uganda, she has been pivotal in steering complex valuation projects, including national infrastructure initiatives like the National Oil Palm Project (NOPP), Critical Oil Roads, Standard Gauge Railway and Power Transmission Lines. This experience has equipped her with an in-depth understanding of the intricacies involved in large-scale valuations, policy formulation, and the administration of land resources.

She manages a technical team of Valuers attached to the Western Regional Cluster some of whom are attached to different Ministry Zonal Offices. She leads this team to plan, undertake timely and reliable valuations for various clients, namely; Government Ministries, Departments, Agencies and International Organisations that acquire land for various development projects in Uganda.

In the private sector, her tenure at Wise Investments Limited, CB Richard Ellis (U) Limited, Bageine and Company Limited further honed her skills in building construction, property management, valuation, and real estate consulting, allowing her to develop a well-rounded perspective on the industry.

Her expertise is not just confined to valuation but extends to areas like policy development, technical capacity building leadership, and the mentoring of emerging professionals in the field. She is known for her strategic economic and developmental goals.
