Uganda takes a bold leap into the digital age with the launch of the Area-Based Commodity Development (ABCD) Portal, unveiled by the Ministry of Finance, Planning and Economic Development and the Makerere Innovation and Incubation Centre on September 4th, 2025, at Four Points Hotel by Sheraton. Under the theme “Accelerating Uganda’s Agro-Industrialization and Regional Development through Data, Innovation and Value Chain Development,” the ABCD Portal is poised to become the digital backbone of Uganda’s Tenfold Growth Strategy and a cornerstone of the Fourth National Development Plan (NDP IV).
A Digital Leap Toward Inclusive Growth
Developed by MIIC, the ABCD Portal is a sophisticated digital platform designed to track, analyze, and manage regional economic development across Uganda’s commodity value chains. Initially focusing on coffee, maize, and tea, the portal aggregates and visualizes data across 15 subregions, offering real-time insights into production, processing, and marketing dynamics. It is a bold step toward data-driven governance, private sector competitiveness, and inclusive development.
The portal’s interactive dashboard and GIS mapping tools allow users to benchmark subregional performance, identify productivity gaps, and guide targeted investments. It is not just a tool, it is a strategic enabler for Uganda’s ambition to expand GDP tenfold by 2040 through agro-industrialization, tourism, mineral development, and science, technology, and innovation (STI).

Representing the Permanent Secretary/Secretary to the Treasury, Moses Kaggwa, Director of Economic Affairs at MoFPED, emphasized the portal’s transformative potential:

Dianah M. Nannono, Head of the Private Sector Development Unit at MoFPED, echoed this sentiment, stating:
This portal marks a significant milestone in Uganda’s journey towards regional and economic development. It will enhance data-driven decision-making and strengthen value chain management for key commodities, fostering inclusive growth and competitiveness.
Adding further weight to the launch, Hon. Raphael Magyezi, Minister of Local Government, described the portal as a “practical instrument” that empowers decision-makers across Uganda’s decentralized governance system. “This launch affirms our commitment to a results-oriented, area-based approach to local economic transformation,” Magyezi stated.
He emphasized the portal’s ability to provide geo-referenced, parish-level data that strengthens the Parish Development Model (PDM), improves service delivery, and anchors local government planning and budgeting in evidence.
Magyezi also highlighted the portal’s relevance to priority value chains such as the cattle corridor beef industry, Lango oilseeds and sesame, Elgon Arabica coffee, high-value horticulture, and Kigezi Irish potatoes and passion fruit, underscoring its immediate utility for tailored regional interventions. Representing the PSST, Ramathan Ggoobi added: “The portal is expected to provide cheaper, faster, and greater uptake of statistics and information for all stakeholders, thus improving economic management and planning.”
Co-Creation and Validation: A Collaborative Foundation
Prior to the launch, MIIC and MoFPED convened a co-creation and validation session at Onomo Hotel, bringing together representatives from MDAs, data managers, policymakers, and technical teams. This collaborative effort ensured that the portal’s data aggregation dashboard is built on shared standards, roles, and methodologies, reinforcing its credibility and utility.

The ABCD Portal is structured around four powerful modules:
- Analytics & Insights: Tracks key indicators across the value chain, enabling trend analysis and performance monitoring
- Geolocation Mapping: Displays spatial distribution of assets like farmland, warehouses, and processing plants via GIS
- Performance Comparisons: Offers benchmarking tools to assess subregional competitiveness and identify best practices
- Downloadable Reports: Translates data into actionable intelligence for policymakers, investors, and development partners.
Coverage and Data Integrity
The portal currently covers 15 subregions: Acholi, Ankole, Bukedi, Bunyoro, Busoga, Buganda North, Buganda South, Elgon, Kampala, Karamoja, Kigezi, Lango, Teso, Tooro, and West Nile. Data is sourced by designated field and desk officers from mandated MDAs and validated by a multi-institutional Technical Working Group, ensuring accuracy and reliability.
The portal’s dataset spans from 2019 to 2023, offering historical and current insights into Uganda’s commodity performance. It features dynamic visualizations including graphs, line charts, and geospatial maps that allow users to analyze trends in production volumes, processing capacity, and market access across regions.
Strategic Alignment with National Development Goals
The ABCD Portal is not a standalone initiative, it is deeply embedded in Uganda’s national development architecture:
- Tenfold Growth Strategy: Serves as the digital nervous system for Uganda’s plan to expand GDP tenfold by 2040
- NDP IV (2025/26–2029/30): Supports full monetization of the economy and higher household incomes
- NSPSD II (2022/23–2026/27): Enhances subregional competitiveness and private-sector investment.
By delivering near real-time data, the portal empowers government agencies to align Parish Development Model (PDM) investments, plan infrastructure, and monitor outcomes more effectively. It also enables businesses to identify market opportunities, plan sourcing, and expand into high-potential regions.
