Uganda Tightens Debt Strategy as Government Seeks to Protect Growth and Investor Confidence

As Uganda pursues its ambitious Tenfold Growth Strategy, the government is placing greater emphasis on responsible borrowing to ensure that public debt remains sustainable without slowing economic transformation.

Speaking during the Directorate of Debt and Cash Policy meeting at the Ministry of Finance, Planning and Economic Development, Permanent Secretary and Secretary to the Treasury, Ramathan Ggoobi, said every financing decision should strengthen Uganda’s future while protecting long-term debt sustainability.

His remarks come at a time when many developing economies are grappling with rising debt servicing costs, tighter global financial conditions, and increasing pressure to finance infrastructure and economic growth.

According to Dr. Ggoobi, one of the biggest concerns facing governments, investors, and citizens is the growing cost of servicing public debt, which continues to reduce the fiscal space available for development spending.

“One of the greatest concerns among leaders, investors, and citizens is the increasing cost of debt servicing, which continues to reduce the fiscal space.”

Borrowing Must Deliver Economic Returns

Rather than focusing solely on securing financing, Dr. Ggoobi said Uganda’s debt managers must become strategic financial advisors capable of identifying emerging risks and ensuring borrowed funds are invested in projects that generate long-term economic value.

He challenged the Directorate to provide objective, evidence-based advice that safeguards Uganda’s economic interests and prevents financial risks before they become major challenges.

“Our mission is not simply to borrow,” he noted. “It is to borrow prudently and only when necessary, finance high-impact investments, protect macroeconomic stability, and preserve debt sustainability.”

The message reflects a broader shift in public finance management where governments are increasingly judged not by how much they borrow, but by how effectively borrowed resources contribute to economic growth, job creation, and productivity.

Investor Confidence Depends on Fiscal Discipline

Dr. Ggoobi also emphasized that Uganda has built credibility in international financial markets through responsible debt management, a reputation he said must be protected.

For businesses and investors, fiscal discipline plays a critical role in maintaining macroeconomic stability, attracting investment, and keeping borrowing costs manageable over the long term.

A government perceived as managing its debt responsibly is generally better positioned to access financing on favorable terms while maintaining confidence among development partners and private investors.

Financing Uganda's Tenfold Growth Strategy

Acting Director for Debt and Cash Policy, Maris Wanyera reaffirmed the Directorate’s commitment to mobilizing affordable financing that supports Uganda’s Tenfold Growth Strategy.

The strategy seeks to accelerate economic growth by investing in productive sectors capable of expanding exports, industrialization, infrastructure, and private sector development.

However, financing those ambitions without placing excessive pressure on public finances will require careful debt management and disciplined investment decisions.

As Uganda enters a new phase of economic expansion, government officials say the priority is no longer borrowing for borrowing’s sake, but ensuring every shilling borrowed delivers measurable economic returns while preserving fiscal stability for future generations.
